fa ارزیابی اثرات اقتصاد سیاسی حضور شرکت‌ها و صنایع مقیاس ملی و منطقه‌ای بر مدیریت یکپارچه شهری (مطالعه موردی: کلانشهر اهواز) Evaluating the Political-Economic Impacts of National and Regional-Scale Companies and Industries on Integrated Urban Management (Case Study: Ahvaz Metropolis) جغرافیای سیاسی Political geography پژوهشي Research در نظامهای سیاسی متمرکز رابطه دولت ـ شهرداری یا دولت ـ حکومت محلی از یک قاعده سلسلهمراتبی پیروی میکند و استقلال شهرداریها تحتالشعاع وابستگی مالی آنها به دولت یا سازمانها دولتی قرار میگیرد. در اهواز کلانشهر مورد مطالعه این پژوهش، افزون بر این نوع وابستگی به دولت، نوع دیگری از وابستگی مالی مدیریت شهری را ممکن است تحتتأثیر قرار دهد. حضور پررنگ شرکتها و صنایعی که مقیاس فعالیت آنها منطقهای و فرامنطقهای است مانند: شرکت فولاد خوزستان، پتروشیمی، شرکت ملی نفت و سازمانهای وابسته به آن در شهر اهواز و منطقه خوزستان و تعامل آنها با مجموعه مدیریت شهری میتواند بر نحوه عملکرد شهرداری تأثیرگذار باشد. این پژوهش بهدنبال آن است تا اثرات اقتصاد سیاسی حضور شرکتها و سازمانهایی که مقیاس عملکرد آنها منطقهای و ملی است را در مدیریت سیاسی فضا و مدیریت شهری مورد مطالعه قرار دهد. بهعبارت دیگر بهدنبال پاسخ به این پرسش است که وابستگی مالی مجموعه مدیریت شهری به یک یا چند شرکت ملی و منطقهای تا چه حد میتواند در عملکرد مطلوب شهرداریها تأثیرگذار باشد؟ در این پژوهش از مدل شبکههای سیاستی بهعنوان مدل تحقیق استفاده شده است. ترسیم شبکه سیاستی با استفاده از نرمافزار  Gephiصورت پذیرفته و سپس به تحلیل شبکه پرداخته شده است. یافتههای تحقیق نشان میدهد که اقتصاد سیاسی حضور این شرکتها را در دو بعد میتوان خلاصه کرد: الف) تأثیرات مثبت اقتصادی و ب) چالشهای مدیریت شهری.   In centralized political systems, the government-municipality or government-local governance relationship follows a hierarchical structure, where the independence of municipalities is overshadowed by their financial dependence on the government or state-affiliated organizations. In Ahvaz, the metropolitan area under study in this research, in addition to this type of governmental dependence, urban management may be subject to another form of financial dependency. The prominent presence of companies and industries operating at regional and supra-regional scales – such as Khuzestan Steel Company, petrochemical industries, the National Iranian Oil Company, and its affiliated organizations in Ahvaz and Khuzestan region – and their interactions with urban management can significantly influence municipal performance. This research seeks to examine the political-economic effects of regionally and nationally scaled companies and organizations on spatial-political management and urban governance. In other words, it aims to answer the question: To what extent can the financial dependence of urban management on one or more national/regional companies affect the optimal performance of municipalities? This study employs the policy network model as its research framework. The policy network was visualized using Gephi software, followed by network analysis.
