بازتاب اقدامات هیدروپلیتیک کشورهای بالادستی حوضه دجله و فرات بر امنیت ج. ا. ایران: نمونه پژوهی پروژه گاپ در ترکیه

رودهای بینالمللی در قالب مرز یا گذر از مرزهای ملی، بخش مهمی از روابط بینالملل را به خود معطوف داشته‏اند. به ویژه اینکه، نزدیک به نیمی از جمعیت جهان در داخل حوضه این رودها، و بیش از۹۰ درصد در درون کشورهای دارنده این حوضهها، سکنا دارند. وضعیتی که با ایجاد رابطه انکارناپذیر وابستگی متقابل، منابع آب را به یک مسئله حیاتی برای این کشورها مبدل کرده است. خاورمیانه نمونهایی از چنین مناطق است که با قرارگیری در کمربند خشک جهان، علیرغم داشتن 5 در صد از جمعیت جهان، تنها 1 درصد از آبهای شیرین قابل دسترس را در اختیار دارد. در این میان، موقعیت رودهای دجله و فرات بهگونهای است که کمترین سازگاری را با مرزهای ملی و یا با ملاحظات سیاسی و استراتژی کشورهای منطقه دارد. سرچشمههای دجله و فرات در ترکیه قرار دارند و مقامات ترک ظاهراً بر این باورندکه آنها مالک این منابع هستند. در این باره پروژهایی به نام «گاپ» یا «آناتولی» در قالب ساخت بیش از 22 سد و 19 طرح برقابی و توسعه سیستم کشاورزی در حوضههای دجله و فرات تا سال 2023 در دستور کار دولت ترکیه قرار گرفته است، که بازتاب آن در قالب تهدید امنیت زیست محیطی و آبی کشورهای پاییندست (عراق، سوریه و ایران) نمود یافته است. بر این اساس، پژوهش حاضر با این فرض که رویکرد هیدروپلیتیک کشور ترکیه (بر بنیاد پروژه گاپ) در شکل تهدید امنیت زیستمحیطی در نواحی غرب و جنوب غرب ایران نمود یافته و تشدید خواهد شد، به روش توصیفی- تحلیلی و با استفاده از منابع کتابخانهایی صورت پذیرفته است. نتایج نشان داد که پیامدهای ناشی از اقدامات هیدروپلیتیک ترکیه، محدود به تهدیدات امنیت زیستمحیطی جنوب غرب ایران نشده، دیگر ابعاد امنیت، در حوزههای انسانی، اقتصادی، اجتماعی و سیاسی را نیز در بر میگیرد.
The position of the Tigris and Euphrates rivers is in the least compatible with national borders or with the political and strategic considerations of regional countries. The sources of the Tigris and Euphrates rivers are located in Turkey, and Turkish authorities believe they own the resources. A project called "Gap" or "Anatolian" in the framework of the construction of more than 22 dams and 19 hydroelectric projects and development of the agricultural system in the Tigris and Euphrates watersheds has been on the Turkish governmentchr('39')s agenda by 2023, reflecting the security threat. The environmental and water security of the downstream countries (Iraq, Syria and Iran) have been demonstrated. The present study is based on the assumption of reflecting the Hydropolitic relations of the Tigris and Euphrates basin (based on Gap Project) with the viewpoint of continuing climate change and changing rainfall patterns and increasing water use in downstream countries using library resources. In the form of a threat to the security of the southwestern areas of Iran, it will intensify. The results showed that the consequences of the Hydropolitic approach of the Tigris and Euphrates countries, especially Turkey, besides threatening environmental security, affect other aspects of security in the economic, social and political spheres in the southwest of the country.
