fa کاربست آینده‌پژوهی در توسعه گردشگری شهری به روش تحلیل ساختاری و سناریونویسی (مطالعه موردی: شهر خوی) برنامه ریزی توریسم turism planing پژوهشي Research <p dir="RTL" style="margin: 0cm 0cm 8pt; text-align: justify; line-height: normal;"><span style="font-size:16px;"><span style="font-family:B Nazanin;">امروزه گردشگری به عنوان یکی از مؤلفه‌های کلیدی، نقش ویژه‌ای در توسعه جوامع و کشورها ایفا می‌کند. در این میان، گردشگری شهری به عنوان یکی از بخش‌های مهم صنعت گردشگری، جایگاه ویژه‌ای در زمینه بهبود توسعه اقتصادی و فرهنگی شهرها یافته و به یکی از مهم‌ترین صنایع ارزآور و درآمدزا تبدیل شده است، اما توسعه این صنعت در شهرها با چالش‌ها و مشکلاتی رو به رو است؛ این امر نیازمند یک برنامه‌ریزی نوین و یکپارچه برای استفاده از فرصت‌ها و مواجهه با چالش‌های پیش رو است. آینده‌پژوهی می‌تواند در برنامه‌ریزی برای توسعه گردشگری شهری و ترسیم آینده مطلوب گردشگری قدم بسیار مؤثری بردارد و با ارائه راهکارهای مناسب، از بروز چالش‌ها و تحقق آینده نامطلوب جلوگیری کند. این پژوهش نیز در راستای این هدف گام برداشته است. در پژوهش حاضر با استفاده از تکنیک دلفی تعداد 36 عامل به عنوان عوامل اولیه تأثیرگذار بر روند آینده توسعه گردشگری شهری خوی شناسایی شدند، سپس روش تحلیل ساختاری با بهره‌گیری از نرم‌افزار میک مک برای استخراج عوامل کلیدی به کار گرفته شد که در نتیجه، 12 عامل به عنوان عوامل کلیدی انتخاب شدند. در ادامه، برای هر کدام از عوامل کلیدی وضعیت‌های محتمل تعریف شد، در مرحله بعد، برای سنجش تأثیرگذاری وقوع وضعیت‌های هر یک از عوامل بر وقوع یا عدم وقوع وضعیت‌های عوامل دیگر، ماتریسی به ابعاد 33&times;33 طراحی و در اختیار خبرگان قرار گرفت، در نهایت برای تدوین سناریوهای محتمل و شناسایی سناریوهای مطلوب، داده‌های این ماتریس وارد نرم‌افزار سناریوویزارد شدند. نرم‌افزار سناریوویزارد نیز با انجام تحلیل‌های مورد نیاز، 1406 سناریوی ضعیف، 4 سناریوی قوی و 13 سناریوی باورکردنی را گزارش داد. بررسی سناریوهای باورکردنی حاکی از سیطره نسبی وضعیت‌های ایستا، بحرانی و نامطلوب بر وضعیت‌های مطلوب و ایدئال است. به غیر از سناریوی اول که دارای ویژگی‌های مطلوب و رو به پیشرفت است، بقیه سناریوها آینده مطلوبی را برای توسعه گردشگری خوی در ذهن متبادر نمی‌کنند.</span></span></p> <div style="text-align: justify;">Nowadays, tourism, as one of the key components, has a special role in developing societies and countries. Here, urban tourism - as a significant parts of the tourism industry - has a special place in improving the economic and cultural development of cities and has turned into one of the most important, exchange yielding, and income creating industries. Nevertheless, the development of this industry in cities faces some challenges and problems. This calls for a new and integrated planning to take advantage of opportunities and face the challenges ahead. Future studies can take very effective steps in planning for the development of urban tourism and mapping out the desired future of tourism, and by presenting proper solutions, it can stop the emergence of challenges and the realization of an undesirable future. This study was working towards in line with this purpose. In the present study, using Delphi technique, 36 factors were identified as the primary factors affecting the future of the development of urban tourism in Khoy. The structural analysis method was used with the help of MicMac software to extract key factors, where 12 factors were selected as key factors. Then, the probable situations were defined for each key factor. In the next step, to measure the effectiveness of the occurrence of the status of each of the factors on the occurrence or non-occurrence of other factors, a 33 &times; 33 matrix was designed and given to the experts. Finally, to compile probabilistic scenarios and to identify desirable scenarios, the data for this matrix were introduced into the scenario software. ScenarioWizard software reported 1406 poor scenarios, 4 strong scenarios and 13 credible scenarios by performing the needed analyses. Examining the credible scenarios showed a relative ruling of static, critical and undesirable situations over the desirable and ideal situations.
