آینده پژوهی توسعه منطقه شهری تهران در فرآیند جهانی شدن

امروزه تغییرات ساختاری در اقتصاد، تحولات سریع علم و فناوری، محدودیت ها در منابع مالی و انسانی، وابستگی متقابل کشورها، رقابت در سطح جهانی و تمایل روزافزون به جهانی‌شدن، لزوم درک بهتر «تغییرات» و «آینده» را برای دولت‌ها، کسب وکارها، سازمان‌ها و مردم ایجاب می‌کند. بدین منظور، آینده پژوهی از طریق ایجاد ارتباط، هماهنگی و هم اندیشی بین سازمان ها و نهادها به سیاست گذاران و برنامه ریزان کمک می کند تا برنامه های توسعه مناسبی را طراحی کنند. این پژوهش به لحاظ هدف کاربردی و به لحاظ ماهیت و روش تحقیق توصیفی- تحلیلی و از نظر الگوی سناریونویسی اکتشافی است. داده ها به روش اسنادی و میدانی گردآوری شدند. در روش میدانی پرسشنامه محقق ساخته در قالب ماتریس متقابل برای امتیازدهی عامل ها در اختیار کارشناس ها قرار گرفت. به روش دلفی 30 نفر کارشناس انتخاب شدند. توزیع پرسشنامه ها نیز به روش غیراحتمالی از نوع دردسترس بود. برای تحلیل داده ها از نرم افزار میک مک و مورفول استفاده شد. نتایج پژوهش حاکی از آن است که سیستم منطقه شهری تهران درحالت ناپایدار قرار دارد. ده نیروی پیشران از جمله عامل های ایدئولوژی حاکم، مدیریت یکپارچه، گسترش زیرساخت فناوری اطلاعات و ارتباطات، تجارت الکترونیک، گسترش رقابت پذیری اقتصادی، برندسازی اقتصادی، سیستم مدیریت الکترونیک، شفافیت سیاسی، تسهیل ورود شرکت های چندملیتی، گسترش دیپلماسی شهری بعنوان پیشران های تاثیرگذار در توسعه منطقه شهری تهران استخراج شدند. در نهایت سناریوهای پیش روی توسعه منطقه شهری تهران نشان داد که هشت سناریو وجود دارد که سناریوی اول با بالاترین احتمال وقوع دارای 9 گمانه بدبینانه و یک گمانه بینابین است.
