چکیده
طرح راهبرد توسعه شهری راهکارهایی برای ایجاد شرایط پایداری شهری در ابعاد حکمروایی خوب را شناسایی می‌کند. ایده اصلی این سیاست آن است که در یک اقتصاد جهانی-رقابتی و به‌طور فزاینده‌ای یکپارچه، برای همه شهرها ضروری است که یک استراتژی هوشمندانه و واضح برای چگونگی موقعیت سرزمین خود جهت به حداقل رساندن اثرات منفی، پیش‌بینی شوک‌های احتمالی و بهره‌برداری از پتانسیل مقایسه‌ای و رقابتی فراهم آورد. در سطوح مختلف و جهت‌های برنامه‌ریزی شهری، برنامه‌ریزی استراتژیک توسعه یکی از مناسب‌ترین روش‌ها برای تحقق حکمروایی است. نگرش‌های مترقی بیشتر به برنامه‌ریزی استراتژیک شهری می‌تواند به‌وضوح به‌عنوان حکمروایی در نظر گرفته شود. هدف این پژوهش ارزیابی طرح راهبرد توسعه شهری منطقه 22 به‌عنوان یکی از ابزارهای پیاده‌سازی پارادایم حکمروایی شهری می‌باشد. روش تحقیق توصیفی-تحلیلی است. بررسی محتوایی طرح CDS منطقه 22 با مطالعه و بررسی طرح مذکور و نظرات مشاور تهیه کننده طرح و کارفرما (شهرداری منطقه 22) به شیوه مصاحبه پنهان و شورایاران منطقه، مردم و ذینفعان ذکر شده در طرح بصورت پرسشنامه های باز صورت گرفته است تا عوامل مثبت و منفی طرح استخراج گردد. در تحلیل وضع موجود به بررسی گزارش های شهرداری و سرای محلات، مصاحبه با کارشناسان، دست اندرکاران، ذینفعان طرح و مهندسین مشاور تهیه کننده طرح و مردم در سرای محلات منطقه 22 پرداخته شد تا اثرات مثبت طرح بر منطقه مورد مطالعه و عوامل منفی تعیین گردد. در ارزیابی طرح مذکور (ارزیابی حین اجرا) و کمی سازی داده های کیفی از فرایند تحلیل سلسله مراتبی بهره گرفته شد. نتایج پژوهش بیانگر تفاوت فاحش طرح با فاز اجرای آن دارد.

چکیده English

The Urban Development Strategy Plan is an attempt to take into account the potential and talent capacities of the city in an institutionalized and systematic framework and the construction of a clear future as one of the current concerns that identifies strategies for creating urban sustainability conditions in good governance. The main idea of ​​this policy is that it is imperative for all cities in an increasingly competitive and increasingly global economy to have a clever and clear strategy for how its land is positioned to minimize negative effects, predict potential shocks, and exploit the comparative potential and Competitive In such a situation, making decisions for urban issues and planning for the future is much more difficult. The purpose of this study is to evaluate the urban development strategy of District 22 as one of the tools for implementing urban governance paradigm. The research method is descriptive-analytic. The tool for evaluating AHP's hierarchical analysis technique is implemented according to the views of the experts and stakeholders. The results of the research indicate a significant difference between the design of CDS and its implementation phase.
