برنامه‌ریزی پایدار توسعه همکاری‌های مناطق مرزی (CBC): عوامل و محرک های موثر بر پایداری اتحاد مناطق مرزی

چکیده
در این پژوهش با استفاده از برنامه توسعه همکاری­های مناطق مرزی (CBC) به بررسی عوامل و محرک­های موثر بر پایداری اتحاد در مناطق مرزی پرداخته شد. تحقیق حاضر از نظر هدف، کاربردی و روش انجام آن ترکیبی (کیفی و کمی) است. ابزار گردآوری داده­ها پرسش­نامه و مصاحبه بود. جامعه آماری کارشناسان مختلف در زمینه­ های تحصیلی علوم سیاسی، جغرافیا، اقتصاد، جامعه ­شناسی، کارشناسان نیروی انتظامی، استانداری و فرمانداری در استان سیستان و بلوچستان را شامل می­شد. با استفاده از نمونه ­گیری هدفمند 70 کارشناس انتخاب گردید. برای تجزیه‌وتحلیل داده ­ها، از آزمون­ های توصیفی و مدل رگرسیون لجستیک باینری (روش LM- نیوتن- مارکارد- رافسون) استفاده گردید. نتایج نشان داد که در زمینه برنامه­ ریزی برای پایداری اتحاد در استان سیستان و بلوچستان به جز قرارداد تعیین حقابه رودخانه هیرمند در منطقه سیستان که با کشور افغانستان در چند دوره زمانی منعقد شد؛ طرح یا برنامه ­ای تصویب و اجرا نشد و از بین پنج عامل اقتصادی، اجتماعی، فرهنگی- مذهبی، نهادی- ساختاری و سیاسی امنیتی، سه عامل اقتصادی (0/478)، سیاسی- امنیتی (0/473) و فرهنگی- مذهبی (0/363) بیشترین اثر را بر پایداری اتحاد مناطق مرزی در منطقه مورد مطالعه داشته ­اند. از نتایج این پژوهش برای توسعه همکاری­های مناطق مرزی و پایداری انسجام در مناطق مرزی مختلف ایران می ­توان استفاده نمود.

Sustainable Planning of Cross Border Cooperation Development (CBC): The factors and drivers that affect the stability of border regions

چکیده English

In this research, the development of cross-border cooperation (CBC) to study the factors and stimuli affecting the stability of the ::::union:::: in the border regions were discussed. The aim of the present study, functional and combination method (qualitative and quantitative) is. The data-gathering tool was a questionnaire and interview. The statistical community included various experts in the fields of political science, geography, economics, sociology, law enforcement experts, governorate and governorate in Sistan and Baluchestan province. Using a targeted sampling, 70 experts were selected. For analysis of data, descriptive tests and binary logistic regression model (LM-Newton-Marcard-Raphson method) were used. The results showed that in the area of planning for unity in Sistan and Baluchestan except for the determination of the right of the Hirmand River in the Sistan region, which was concluded with the country over a period of time, the plan was not approved or implemented, and among the five factors Economic, social, cultural-religious, institutional-structural and political security, three economic factors (0.478), political-security (0.473) and cultural-religious (0.363) have the most effect on the stability of unity of border regions in Studied area. The results of this study can be used to develop border cooperation cooperation and coherence stability in different border regions of Iran.
