الگوی تصمیم‌گیری سیاست های زمین شهری در توسعه ی فیزیکی شهر ساری

چکیده
مدیریت زمین شهری بعنوان مؤثرترین ابزار برنامه ریزی شهری، مورد توجه برنامه ریزان وسیاست گذاران شهری می باشد. مدیریت زمین شهری بخشی از مدیریت شهری بوده و هسته ی کانونی آن را تشکیل می دهد. و در برخی کشورها همچون ایران ، مدیریت شهری یکپارچه و واحدی وجود ندارد و دستگاه هائی در سطح ملی در اداره و ارئه خدمات شهری مشارکت دارند که در چنین حالتی باید مدیریت شهری را شامل شهرداری و شعبات یا نمایندگی های شهری آن دستگاه ها نیز دانست. همپوشی ؛ ناهماهنگی و عدم همسوئی از مشکلات متداول اینگونه مدیریت شهری است. زمین یکی از حوزه های مهم اقتصاد و از عمده ترین دارایی ها است و امور مربوط به آن ،اعم از حاکمیتی و تصدی ، افزون بر بخش خصوصی و تعاونی ، در بخش دولتی و عمومی با دستگاه های متعدد در سراسر کشور پراکنده است . این پراکندگی ها که در طول چندین دهه گذشته پدید آمده است ، ریشه های ناکارآمدی سازمانی ، ( فساد اداری و اقتصادی ، بستر بسیاری از جرائم ) و منشا اختلافات میان مردم و سازمان ها ( دعاوی قضایی ) بشمار می آید. پژوهش حاضر تلاش دارد الگوهای تصمیم گیری سیاست های زمین شهری در توسعه فیزیکی شهر ساری بررسی نماید. نوع روش تحقیق از نوع توصیفی- تحلیلی است و ماهیت کاربرد ی دارد. در تجزیه و تحلیل اطلاعات این پژوهش از روشهای آماری و ریاضی با استفاده از نرم افزارهای Excel و Spss برای تحلیل تطبیقی و گرافیکی از نرم افزارهای سیستم اطلاعات جغرافیایی GIS بهره گرفته خواهد شد. یافته های پژوهش حاکی از این است که نبود چشم انداز مشخص و به تبع آن سیاست ها و نهادهای ناهماهنگ، تصمیم گیری متمرکز و غیرمشارکتی، و تصدی گری زیاد بدون ظرفیت نهادی لازم از مهم ترین دلایل ناکارآمدی سیاست گذاری مدیریت زمین شهری است.

Pattern of decision making of urban land policies in the physical development (case study: SARI)

چکیده English

The urban land management is an l part of the urban management. In some countries such as Iran, there is no integrated urban land management and providing municipal services is assigned to nationwide organisations. This means urban management is offered by the municipality or subsidiaries of the aforementioned organisations such dispersion has occurred during serval decades. It is considered as the roots of organizatinal inefficiencies ( offocial and financial corruption is regarded as basic reasin for many crimes) and the origin or many conflicts between people and organizations(judicial) To do so, it follows an applied analytical descriptive approach. To analyse the data, mathematical and statistical methods were applied using Excel and SPSS. Moreover, the GIS was used for visualisation and adaptive analysis. The study concluded that lack of clear visions and consequently uncoordinated organisations and their policies, isolated and vertical decision-making, and unmanaged intervention without the required organisational capacities are the critical reasons for inefficient urban land management.
