تبیین نقش کارگزاران کوچک مقیاس در شکل‌گیری تحولات ژئوپلیتیکی بزرگ مقیاس (نمونه‌ی موردی: خوانین قفقاز)

چکیده
در ادبیات ژئوپلیتیک، کشورهای کوچک و کم برخوردار که در مقایسه با قدرت­های درجه­ی اول و دوم از توان و وزن ژئوپلیتیکی کمتری برای تاثیرگذاری برخودار هستند، کارگزاران کوچک مقیاس به حساب می­آیند. این کارگزاران، با وجود برخورداری از کدهای ژئپلیتیکی محلی، با توجه به مجموعه­ی وضعیت­های محیطی خود، گهگاه می­توانند بر روندها و تحولات ژئوپلیتیکی در مقیاس منطقه­ای و حتی جهانی تاثیر بگذارند. منطقه­ی قفقاز، از نظر تاریخی، میدانی برای ظهور و بروز خُرده خوانینی بود که مجموعه­ی کنشگری­ها و کارگزاری آن­ها، تحولات منطقه­ی قفقاز را تحت تاثیر قرار می­داد و به دلیل نزدیکی حوزه­های فرهنگی آن به ایران، در مقیاس ملی نیز بر مجموعه عملکردهای ژئوپلیتیکی ایران، موثر واقع شده­اند. پژوهش حاضر با روش توصیفی-تحلیلی، نخست با بررسی نقش تاریخی کارگزاران محلی در مجموعه تحولات ژئوپلیتیکی قفقاز، به بررسی تاثیرگذاری بزرگ مقیاس آن­ها پرداخته و سپس، با بررسی کشورهای منتخب این منطقه در زمان فعلی، به چگونگی کنش­گری­های آنان با توجه به وضعیت فعلی حاکم در نظام جهانی پرداخته است. نتایج، نشان می­دهد که کشورهای منطقه­ی قفقاز همچنان با توجه به میراث تاریخی خود، به عنوان کارگزارانی کوچک مقیاس در میان بازیگرانی بزرگ مقیاس عمل می کنند.

Explanation of the Small Scale Agents in Development of Great Scale Geopolitical Events (Case Study: Caucasian Khans)

چکیده English

In geopolitics literature, small and low-endowment states that compound lesser geopolitical potentiality and weight are considered as the trivial scale agents in comparison with the first and second level powers. These agents, in spite of the local geopolitical codes but sometimes can effect on the regional and even global events of geopolitics. The Caucasian region, historically, have had a field for appearance and exposition of sub-khans that their overall actions and agencies effected the events of the region and due to its cultural proximities to Iran, have effected in Iran’s geopolitical functions in national scale. The present paper with descriptive-analytical method, have studied historical role of the local agencies in geopolitical events of the Caucasia and their impression on the great scale events. Secondly, the paper has studied the quality of the chosen countries of the region in current circumstances of the global system. Results indicate that the Caucasian countries act according to their historical legacy as a small-scale agents among the great scale actors.
