fa تدوین استراتژی تأمین مسکن محرومان بر اساس مدل های SWOT و QSPM Application of QSPM and SWOT Model in Formulating Housing Supply Strategy for the Deprived جغرافیا و برنامه ریزی شهری Geography and Urban Planning كاربردي Applicable <div style="text-align: justify;"> در ارتباط با مسکن محرومین امکان دسترسی به مسکن مناسب برای هر خانوار ایرانی در حد نیاز خانوار به‌گونه‌ای که دغدغه‌ی مسکن فراتر از سایر عرصه‌های زندگی خانوار نباشد و دسترسی پایدار و ایمن به مسکن خانوار نیز تضمین گردد، مبین چشم‌انداز آرمانی بخش مسکن در مطالعات اسنادی، در ارتباط با گروه‌های محروم است. هدف از این مطالعه دستیابی به مجموعه‌ی راهبردها و شاکله‌ی عمومی برنامه‌های واقع‌نگر و اثربخش در زمینه حمایت از مسکن محرومین و اقشار کم‌درآمد است که ضمن تعیین حدود و نوع مداخله دولت در ارتباط با مسکن و گروه‌های اقتصادی مختلف، موجب برخورداری سریع‌تر گروه‌های هدف از برنامه‌های حمایتی گردد. این پژوهش که بر اساس مدل ترکیبی تحلیل استراتژیک SWOT و مدل برنامه‌ریزی استراتژیک QSPM است و به بررسی یافته های مطالعات و نتایج حاصل از بررسی مصاحبه با کارشناسان حوزه جغرافیا و برنامه‌ریزی شهری پرداخته است. تحلیل های حاصل از SWOT نشان داد که 1- بی توجهی به عدم استفاده توامان فرایند مدیریت و بهره‌برداری مسکن اقشار کم‌درآمد مبتنی بر مشارکت نهادهای اجتماعی محلی و تشکل‌های غیردولتی 2- عدم شناخت لازم و یا بی‌توجهی به تنوع نیازهای اقشار محروم و بی‌توجهی به ویژگی‌های خاص گروه‌های هدف 3- عدم تعادل میان بهره‌مندی افراد مختلف در گروه‌های مختلف، در قبال برنامه‌های حمایتی منجر به ناکارآمدی سیاست‌های محرومین و بر خورداری این گروه از مسکن حمایتی گردیده است. دو محور دسته‌بندی گروه&lrm;های هدف و سیاست‌های کلان اعم از «برنامه‌های توانمندسازی» و «جلب مشارکت با بهره بره برداری از توان محلی و ظرفیت‌های درونی با توسعه و تنوع‌بخشی به توانمندسازی»، همراه با سیاست عام تعادل‌بخشی در راستای افزایش ظرفیت در بخش‌های غیردولتی مبتنی بر مشارکت خانوار برخورداری سریع‌تر خانوارها از برنامه‌های حمایتی مسکن و مشارکت همه ذینفعان در برنامه‌ریزی را فراهم می‌آورد. واژگان کلیدی: برنامه&lrm;های توسعه، مسکن محرومین، گروه&lrm;های هدف، تحلیل SWOT، مدل  .QSPM <div>  <hr align="left" size="1" width="33%" > <div id="ftn1"><a href="#_ftnref1" name="_ftn1" title="">[1]</a> . نویسنده مسئول:  pakparvar_mohsen@yahoo.com</div> </div> </div> In relation to the housing of the disadvantaged, the possibility of access to a suitable housing for every Iranian household in accordance with the household's needs in such a way that the housing concern does not exceed other areas of the household's life and stable and safe access to the household's housing is also guaranteed, showing the ideal vision of the housing sector in documentary studies, is related to disadvantaged groups. The purpose of this study is to achieve the set of strategies and the general form of realistic and effective programs in the field of housing support for the deprived and low-income groups, which, while determining the limits and type of government intervention in relation to housing and different economic groups, will make the target groups enjoy support programs faster. This study is based on the combined model of SWOT strategic analysis and QSPM strategic planning model and examines the findings of studies and the results of interviews with experts in the field of geography and urban planning. SWOT analysis showed that 1- Ignoring the lack of simultaneous use of the process of management and operation of low-income housing based on the participation of local social institutions and non-governmental organizations 2- Lack of necessary knowledge or disregard for the diversity of needs of the deprived and disregard for Special Characteristics of Target Groups 3. The imbalance between the benefits of different individuals in different groups in relation to support programs has led to the inefficiency of the policies of the deprived and the enjoyment of supportive housing for this group. "Empowerment programs" and "Attracting participation by exploiting local capacity and internal capacities by developing and diversifying empowerment", along with a general balancing policy to increase capacity in non-governmental sectors based on household participation.
