fa موانع مدیریت شهری در زیست پذیری شهرها، مطالعۀ موردی: شهر سمنان جغرافیا و برنامه ریزی شهری Geography and Urban Planning پژوهشي Research ارتقای زیست&shy; پذیری شهری و تحقق شهر زیست &shy;پذیر ارتباط تنگاتنگی با نحوه عملکرد دستگاه مدیریت شهری و نهادها و سازمان&shy;های فعال در امور شهری دارد. شهرداری&shy;ها به عنوان مهم&shy;ترین نهاد هماهنگ کننده در امور شهر نقش تعیین کننده&shy;ای در حل مسائل و مشکلات شهری داشته و مسئول توسعه اجتماعی و کالبدی شهرها می&shy;باشند. در واقع شهرداری&shy;ها وظیفه اصلی خدمت رسانی به شهروندان را برعهده داشته و مهم&shy;ترین نقش را در ارتقای کیفیت زندگی شهروندان بر عهده دارند. هدف از این پژوهش ارزیابی سطح زیست&shy; پذیری شهر سمنان و تحلیل مسائل و مشکلات شهر سمنان از دیدگاه گروه&shy;های مختلف (مسئولین ـ نخبگان) است. روش تحقیق از نوع توصیفی &ndash; تحلیلی بوده و ابزار تحقیق پرسشنامه می&shy;باشد. روایی و پایایی این پژوهش، با استفاده از تحقیقات مشابه قبلی و نظرات اساتید راهنما و مشاور پایان‌نامه، روایی ابزار تحقیق، تائید شده است. اعتبار درونی (پایایی) ابزار (پرسشنامه) نیز از طریق آلفای کرون باخ با مقدار 84/0 برای پرسش نامه‌ها نشان داده‌شده است. نتایج تحقیق نشان داد در بین مجموع شاخص‌های زیست&shy; پذیری شهر سمنان از دیدگاه نخبگان و مسئولین (با میانگین 76/2) در سطح پایینی ارزیابی شد. همچنین برپایۀ اولویت&shy;بندی با تکنیک <span dir="LTR">ANP</span> &quot;ارتقاء ظرفیت نهادی ـ سازمانی در مدیریت بهینه شهری (<span dir="LTR">R7</span>) &quot; با بالاترین امتیاز (357/0<span dir="LTR">R7: </span>) به عنوان بهترین راهکار و در واقع راهکار اصلی مقابله با مسائل شهری سمنان مشخص شد. همچنین راهکار &quot;مدیریت یکپارچه بین سازمان&shy; های شهری جهت هماهنگی در اداره امور شهر (<span dir="LTR">R6</span>) &quot; با (336/0<span dir="LTR">R6:</span>) به عنوان راهکار دوم انتخاب گردید. <div style="text-align: justify;">Promoting urban livability and realizing a livable city are closely linked to how the urban management apparatus and institutions and organizations active in urban affairs function. Municipalities, as the most important coordinating body in urban affairs, have played a decisive role in solving urban problems and are responsible for the social and physical development of cities. In fact, municipalities have the main task of serving the citizens and play the most important role in improving the quality of life of citizens. The purpose of this study is to evaluate the viability level of Semnan city and analyze the problems of Semnan city from the perspective of different groups (officials-elites). The research method is descriptive-analytical and the research tool is a questionnaire. The validity and reliability of this research has been confirmed by the previous similar research and the opinions of the supervisors and advisors of the dissertation, the validity of the research tools. The internal validity of the instrument (questionnaire) is also shown through the Cronbach&#39;s alpha with a value of 0.84 for the questionnaires. The results showed that among the total biomarker indicators of Semnan city, from the point of view of elites and officials (with an average of 2.76), it was evaluated at a low level. Also, based on prioritization with ANP technique, &quot;Improving Institutional-Organizational Capacity in Optimal Urban Management (R7)&quot; with the highest score (07/357: 357) was identified as the best solution and in fact the main solution to deal with urban issues in Semnan.
