fa سنجش میزان اثرگذاری عملکرد شورای شهر در بهبود فرآیند مدیریت و توسعه ‌شهری از منظر شهروندان مطالعه موردی: کلان‌شهر تبریز جغرافیا و برنامه ریزی شهری Geography and Urban Planning پژوهشي Research <br> <span style="font-size:11pt"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:Calibri,sans-serif"><b><span b="" lang="AR-SA" nazanin="" style="font-family:">شوراهای اسلامی به&shy;عنوان یکی از عناصر مهم سیستم مدیریت شهری به&shy;عنوان نهاد، سیاست&shy;گذار، تصمیم‌گیر و با اندکی تسامح قانون‌گذار در سطح محلی مطرح است که باید برای ایفای نقش خود از جامعیت عملکردی برخوردار باشد تا بتواند وظایف سیاست‌گذاری و نظارتی را نسبت به تمام امور در حیطه قلمرو شهر و سازمان&shy;های ذی&shy;ربط در مقیاس محلی به انجام رساند. لذا، هدف از تحقیق حاضر سنجش میزان اثرگذاری عملکرد شورای شهر در بهبود فرآیند مدیریت و توسعه&shy;پایدار شهری در کلان‌شهر تبریز می&shy;باشد و از نظر هدف کاربردی، از لحاظ ماهیت و روش، توصیفی </span></b><b><span lang="AR-SA" new="" roman="" style="font-family:" times="">&ndash;</span></b><b><span b="" lang="AR-SA" nazanin="" style="font-family:"> تحلیلی و جهت جمع&shy;آوری اطلاعات از مطالعات اسنادی و پیمایش میدانی استفاده شد. جامعه آماری تحقیق، کلیه شهروندان و ساکنان بالای 18 سال کلان‌شهر تبریز می&shy;باشد. این شهر مطابق سرشماری سال 1395 دارای ۱۵۵۸۶۹۳</span></b><b> </b><b><span b="" lang="AR-SA" nazanin="" style="font-family:">نفر جمعیت و 497898 خانوار بوده ‌است. جهت تعیین تعداد نمونه از فرمول کوکران استفاده شد که 327 نفر به&shy;عنوان نمونه انتخاب شدند. نحوه نمونه&shy;برداری نیز با استفاده از روش نمونه&shy;گیری خوشه&shy;ای به تفکیک مناطق دهگانه انجام گرفت. همچنین جهت تجزیه&shy;&shy;و&shy;&shy;تحلیل داده&shy;ها و اطلاعات از آزمون&shy;های تی&shy;تک نمونه&shy;ای، کروسکال&shy;والیس، تحلیل واریانس، رگرسیون و تحلیل&shy;مسیر استفاده شد. نتایج نشان داد که میانگین شاخص نحوه عملکرد شوراهای اسلامی 76/2 و آمار تی آن 59/6- است که وضعیت نامطلوب عملکرد شورای شهر را نشان می&shy;دهد و عملکرد شورای اسلامی این شهر در منطقه 9 (با میانگین 80/248)، منطقه 8 (با میانگین 38/239) و منطقه 2 (با</span></b><b> </b><b><span b="" lang="AR-SA" nazanin="" style="font-family:">میانگین 33/204) نسبت با سایر مناطق مطلوب ارزیابی شده است. همین&shy;طور، میانگین همه شاخص&shy;های توانمندسازی شوراهای اسلامی شهر در زمینه توانمندی شوراهای اسلامی کمتر از مطلوبیت عددی 3 بوده و آماره آن‌ها به&shy;&shy;صورت منفی برآورد شده است. در نهایت، عملکرد شوراهای اسلامی در بعد اقتصادی (اشتغال، درآمد و سرمایه&shy;گذاری) با اثر کلی 608/0 بیشترین تأثیر و در بعد کالبدی با اثر کلی 210/0 کمترین تأثیر را در تحقق توسعه&shy;پایدار داشته است.</span></b><b><span lang="FA" style="font-size:10.0pt"><span style="font-family:"B Nazanin""></span></span></b></span></span></span></span></span><br> <span style="font-size:11pt"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:Calibri,sans-serif"><b><span lang="FA" style="font-size:12.0pt"><span b="" nazanin="" style="font-family:">واژگان کلیدی:</span></span></b> <span b="" lang="FA" nazanin="" style="font-family:">عملکرد شورای شهر، مدیریت&shy;شهری، توسعه&shy;پایدار شهری، کلان‌شهر تبریز.</span><b><span lang="FA" style="font-size:10.0pt"><span style="font-family:"B Nazanin""></span></span></b></span></span></span></span></span> <span style="font-size:11pt"><span style="line-height:normal"><span style="unicode-bidi:embed"><span style="font-family:Calibri,sans-serif"><span new="" roman="" style="font-family:" times="">The Islamic City Councils as an important element of the urban management system as an institution, policymaker, decision maker, and legislator at the local level, have to be fully operational in order to fulfill their role of policymaking and oversight over all matters to be able to carry out policy and oversight tasks in all areas of the city and local organizations concerned. Therefore, the purpose of this study is to measure the effectiveness of city council performance in improving the process of sustainable urban management and development from the perspective of citizens in Tabriz metropolis</span><span b="" dir="RTL" lang="FA" nazanin="" style="font-family:">.</span> <span new="" roman="" style="font-family:" times="">This study is practical in terms of purpose and descriptive-analytical in terms of nature and method</span> <span new="" roman="" style="font-family:" times="">and </span><span lang="EN" new="" roman="" style="font-family:" times="">document studies and field surveys were used to collect data.</span><span new="" roman="" style="font-family:" times=""> The statistical population of the study is all citizens and residents over 18 years of Tabriz metropolis. According to the 2015 census, this city had a population of 1558693 people and 497898 households.</span> <span new="" roman="" style="font-family:" times="">Cochran formula was used to determine the number of samples from 327 subjects were selected. The data for the analysis of quantitative methods, descriptive and inferential statistics (one-sample t, Kruskal-Wallis ANOVA, regression and path analysis) were used. The results showed that the average index of the performance of Islamic councils is 2.76 and its T-statistic is -6.59, which shows the unfavorable performance of the city council and the performance of the Islamic Council of this city in district 9 (with an average of 248.80). district 8 (with an average of 239.38) and district 2 (with an average of 204.33) have been evaluated favorably compared to other regions.</span> <span new="" roman="" style="font-family:" times="">Also, the average of all indicators of empowerment of Islamic city councils in the field of empowerment of Islamic councils is lower than numerical utility 3 and their t-statistic is negatively estimated.
